Deliver · Step 10

Staying with a project, and measuring what it produces.

Development does not end at financing. As a project advances toward and through construction, we track its milestones, partner commitments, risks, and the economic outcomes it was created to produce.

01

Why we stay

A pipeline is only as credible as its outcomes.

It is not enough to originate and prepare projects; the platform’s credibility rests on what those projects actually deliver. So we stay with them — monitoring progress, holding partners to their commitments, and surfacing risks while they can still be managed.

We track the outcomes each project was designed to produce — jobs, capacity, infrastructure, resilience — against the goals set during definition, and report them, shortfalls included. That verifiable record, not the original promise, is what the platform is ultimately judged on.

Where each initiative stands

The record starts before anything operates.

Each initiative at the status the project registry publishes for it. The ladder ends at Operational, and none has reached it yet — so what can be reported today is advancement, not outcomes.

How we stay

What staying with a project looks like.

Monitor

Track progress

Against the milestones defined during structuring — continuously, not at the end.

Hold

Hold partners to commitments

The obligations each partner accepted are kept, or renegotiated in the open.

Surface

Surface risks early

Problems are raised while they can still be managed, not after they compound.

Report

Report outcomes, including shortfalls

Jobs, capacity, infrastructure, and resilience, measured against the goals set at definition.

Stage 5 of 5 · Deliver

What must be true to leave Deliver.

  1. Identify
  2. Structure
  3. Develop
  4. Prepare
  5. Deliver

We carry each project through approvals, procurement, construction, and handover into operation, tracking milestones, partner commitments, and the economic outcomes it was created to produce — and report them against the priority that started it.

Gate 5 · built & measured

Milestones and commitments tracked through approvals, and outcomes reported against the originating priority.

No project is reported as delivered until this is true. The standard is the same for every sector and every sponsor.

06

Common questions

Measured, including where it falls short.

The economic and capacity outcomes each project was designed to produce — jobs, industrial capacity, infrastructure, and resilience — tracked against the goals set during definition rather than against whatever is easiest to report.

It reports the shortfall, including where a project falls behind or under-delivers. Credible measurement means recording what happened, not only what was promised.

Against defined milestones and partner commitments. Reporting that survives contact with a bad quarter is what sustains the pipeline over time.

Commitments that quietly lapse are how coalitions come apart, so the obligations each partner accepted during structuring are tracked deliberately — and, where they must change, renegotiated in the open.

Every initiative in development is tracked against defined milestones, in every sector the portfolio spans. The aim is a portfolio-wide record of progress rather than a snapshot of whichever project is going well.

It stays with a project through delivery and into the record of what it produced. That verifiable record — not the original promise — is what the platform is ultimately judged on.

07

Building something that should be measured?

We track milestones, commitments, and outcomes so a project’s impact is visible and verifiable.
