How We Operate

Turning priorities into projects that exist.

A national priority is not a project. It names what matters without settling what will be built, where, by whom, or to what standard — and until those are settled nothing can be financed, permitted, or delivered. Closing that gap is this work.

01

Where priorities come from

A priority has to rest on published evidence before it can become a project.

The priorities Applied America works from are not assembled from headlines. They come out of CEFA’s research and out of Applied America’s own published work: the State Development Index and its pillar scores, the daily and weekly briefings drawn from federal and statehouse sources, and the corridor, sector, and workforce analysis behind them. A reader can open each of those and see what the priority rests on.

The work then runs in one direction — priority, initiative, project, delivery — and it narrows at every step. That is the point. An initiative that produces four candidates and carries one forward has done its job; an initiative that carries all four forward has not been honest about any of them.

The definition

What a priority must acquire to become a project.

Sequence is not enough. A candidate is deliverable when it carries all six of these, and is still a candidate while it carries five.

  • 01

    Sponsor

    An owner accountable for delivery.

  • 02

    Site

A specific place it will be built.

  • 03

    Scope

    Defined outputs, standards, and boundaries.

  • 04

    Capital plan

Sources and uses: how much, from which grant, equity, debt, and incentive layers, and when each commits.

  • 05

    Consent

A documented community position, and the federal, state, and local permits it needs, each with its status.

  • 06

    Outcome metric

The measurable result that advances the original priority.

03

The sequence

From a priority to a project.

Priority

A national need

A capability, industry, or corridor that research and policy identify as worth strengthening.

Initiative

A defined program

The priority acquires scope, a standard, and a pipeline of candidate projects.

Project

A specific opportunity

Within the initiative, a candidate acquires a sponsor, a site, and definition.

Delivery

Something built

The project is carried toward implementation, and the original priority advances or does not.

Common questions

Not every priority becomes a project.

A priority is a national or regional need worth strengthening. An initiative is that priority given scope, a standard, and a pipeline of candidates. A project is a candidate inside the initiative that has acquired a sponsor, a site, and definition — the point at which something can actually be built.

No. Some yield several projects, some yield one, and some cannot yet be turned into anything deliverable. A framework that converted every priority into a project would only be hiding the ones it could not.

An owner accountable for seeing it through — commonly a company, an agency, a tribe, a municipality, a university, or a regional body. A priority without a willing sponsor remains an initiative; nobody can be appointed to carry a project they did not choose.

Because a project without a documented community position and the approvals that follow from it is not deliverable, however strong the rest of its case. Treating consent as something to obtain after the plan is fixed is how projects reach a county vote and end there.

The measurable result the project is meant to produce — the change that advances the priority it came from. Requiring one before the project advances is what keeps it tied to a public purpose rather than to activity, and it is what delivery is later reported against.

Bring the priority itself, not a project brief. The first work is defining the need precisely enough that specific candidates can be drawn from it, and that definition is usually where the argument really is.

Have a priority worth turning into a project?

Bring us a national or regional priority and we will shape it into an initiative and the candidates it can actually carry.
