Judgment, applied to a real project.

Fellows and senior advisors are brought in to test a specific project rather than to endorse an institution. The work is pressure-testing what a project assumes, and the useful version of it is uncomfortable for whoever wrote the assumptions.

What is published here

No fellow or senior advisor is named on this page yet.

Applied America was established in 2024. Appointments are made against specific sectors, regions, and initiatives, and none has been published yet, so this page describes the work rather than the people.

When an appointment is published it will carry four things: the person’s name, their affiliation, the sector or region they advise on, and the interests they have declared. The fourth matters as much as the first — an advisor’s standing comes from what is known about their position, not from the absence of one.

What advisors add

What a senior pressure-test produces.

Four outputs, and none of them is an endorsement. The decision to proceed stays with the parties accountable for it.

  1. AssumptionsStress-tested into defensible ranges.
  2. Capital readinessShaped to what an underwriter will actually ask.
  3. SequencingThe critical path first, not whatever is easiest.
  4. RiskNamed, and owned by someone.
03

What advisors do

Four kinds of judgment.

An advisor is engaged for the one of these a project is short of, not for all four at once.

Policy

Public context

Government and policy experience: what a public body can actually commit, and when.

Finance

Capital judgment

What an underwriter will ask, and which assumption will not survive the asking.

Industry

Sector depth

The operating and market reality of a sector, as against its projections.

Diplomacy

Institutional reach

Where a conversation has to start for a project to reach the parties it needs.

Common questions

Advisors shape the work; they do not decide it.

How continuous the engagement is. A senior advisor brings judgment to specific questions as they arise; a fellow contributes sustained expertise to a sector, region, or initiative over time. The experience drawn on is the same.

No. They strengthen how a project is shaped and tested, and say plainly where it does not stand up. The decision to proceed belongs to the sponsor and the parties accountable for delivery, and an advisor’s involvement is not an endorsement of the outcome.

It ranges from a single question to a sustained fellowship. The commitment is set with the sector or initiative in mind, so it fits what the work needs and what the advisor can actually carry.

No. What a fellow or advisor brings is experience and reach rather than a billed service, and Applied America is a nonprofit division of CEFA. The ask is judgment on the sectors and regions you already know.

Individual expertise feeds the standing bodies, and some advisors sit on them. Others are engaged for one project and nothing else. Which of the two a person does is decided by the field and the work in front of it, not by seniority.
