It is both. Infrastructure is a priority in its own right and an enabler of the rest, since a manufacturing or minerals project usually depends on power, water, and logistics. It is treated as capacity to build and as what other projects need to function.
Regional development is where the sector priorities land in real places — corridors, clusters, and communities. A single project can advance a sector priority and a regional one at the same time.

No. Many strong projects sit at the intersection of sectors, such as an energy project serving advanced manufacturing. A nomination is categorized by its primary purpose and can be associated with more than one priority.
Any credible opportunity can be nominated, but fit with a national priority is one of the things screening weighs. Projects outside the current priorities may still be recorded and revisited as the priorities evolve.
