From identified need to operation, in stages.

Every project in America 275 moves through the same five stages — Identify, Structure, Develop, Prepare, and Deliver — and clears a readiness gate at the end of each one. The pipeline is what makes progress legible rather than asserted.

The gate that repeats

Every stage clears the same test.

The five stages differ; the gate between them does not.

The pipeline

Five stages, tracked.

Identify

We work with regions, agencies, industries, and institutions to surface development needs and screen each candidate for public purpose, deliverability, and fit before development resources are committed.

Priority mappingOpportunity origination

Structure

We settle who owns the opportunity — its sponsor — and write down its definition: need, location, beneficiaries, market case, and intended outcomes, so that everyone who evaluates it is looking at the same project.

OriginateDefine

Develop

We test feasibility through market, technical, economic, and site analysis, give the project its delivery architecture of scope, governance, risk allocation, and milestones, and assemble the public, private, financial, and technical participants it needs to advance.

FeasibilityDelivery architecturePartnership development

Prepare

We bring the documentation, capital requirements, and financial assumptions to the standard capital providers expect, then assemble the capital stack — grants, lenders, investors, foundations, and development-finance pathways, each matched to the stage and risk it carries.

Funding readinessCapital strategy

Deliver

We carry each project through approvals, procurement, construction, and handover into operation, tracking milestones, partner commitments, and the economic outcomes it was created to produce — and report them against the priority that started it.

On the stages

The stages differ; the gate between them does not.

It varies widely by scale and sector. What is constant is that a project only advances when it meets the readiness standard of its current stage.

Five: Identify, Structure, Develop, Prepare, and Deliver. Together they carry a project from a screened need to an operating asset. The published ledger reports something separate, each project’s status, as concept, development, pre-construction, or construction; a status is not a stage.

Between stages, a project is tested against the standard for its current stage; it advances only if it meets the bar, and otherwise it holds until it does. The same discipline is applied at every stage.

A development need is surfaced and screened for public purpose, deliverability, and fit before development resources are committed. Identify is where a nomination becomes a tracked project.

Develop tests feasibility and gives the project its scope, governance, milestones, and risk allocation. Prepare brings the documentation and capital requirements to the standard capital providers expect, then assembles the capital stack.

A project holds at its current stage rather than advancing until it meets the readiness standard, and stage work can be revisited if conditions change. Holding is a normal, honest outcome, not a failure.

Because a single consistent test is what keeps the standard credible across very different projects and sectors. The stages differ; the gate between them does not.

Applied America carries the project through approvals, procurement, and construction into operation, working with the industry partner that will run the asset, and stays with it through ramp-up while tracking the outcomes it was built to produce.

Because every project sits at a known stage, the portfolio can show where each one stands and report movement gate by gate. Visibility is a product of the staged structure itself.

At the stage its development actually warrants — Identify for most nominations, further along if prior work supports it. Placement follows the evidence, not a default starting point.

Enter the pipeline.

Nominate a project and it will be placed at the stage its evidence supports, then developed forward gate by gate.
