For embassies, commercial & political sections, and investment ministries

Pledges are signed in Washington. Projects are delivered in states.

We bring the United States federal government and the state governments to the same table as your commercial and political sections — for your companies building here, and for American companies expanding into your market.

It costs more and takes twice as long to build here

Your engineering teams discover this in month three. The states that can defend a date are the ones worth a delegation.

Six deliverables for your national companies

In the order that decides whether a project happens — because a pledge is signed in Washington, but a project is delivered in a county, by a utility, on a permit.

  1. State selectionWhich states can actually deliver your companies’ date — power, sites and government responsiveness — not which states are marketing hardest.
  2. Power and sitesDeliverable capacity by substation and by date, and sites that survive diligence — built with the utility and the state energy office rather than inferred from filings.
  3. Terms and conditionsAward structures with verification mechanics and a net-benefit model that survive an audit long after the ribbon-cutting.
  4. Speed through approvalsA consent map — every approval, its owner and its date — sequenced to run in parallel rather than in series.
  5. ConsentA stakeholder assessment and a documented community position, so a county vote does not end the project.
  6. Capital and structureSources and uses with the state and the infrastructure lines placed, so the funding gap is not discovered at final investment decision.

A standing channel, and an education programme on the record

A standing channel between your commercial and political sections, the federal agencies and the statehouses — and research that makes the case in public rather than behind it.

  1. You bring the interest

A sector, a corridor or a national champion with a mandate to build in the United States. We do not ask for your investment plan or your allocation targets.

  2. We convene the American side

Federal agencies and state governments at one table, with the utility and the county that actually set the schedule — the counterparties that will not answer a foreign caller quickly, and most of which are not in Washington.

  3. We build the record

Published research, briefings for federal and state decision-makers, and university partnerships around the sector — offered as part of the Center’s public research, with no position asked of anyone.

  4. Companies proceed to projects

Where a company moves to a project, the commercial work is undertaken separately by Applied America.

  5. Measured on delivery

A year on: a signed energisation date, a clean review, and a plant under construction — or a communiqué.

04

What this is not

Not lobbying or government relations

We do not lobby, and we do not represent your state in the United States.

A non-profit research institution

The Center for Economics & Foreign Affairs is a non-profit research institution; the education programme is part of its public research.

No foreign-agent work

If a mandate would require registration as a foreign agent, we decline it — we do not register and we do not take that work.
