Structure · Step 03

Defining exactly what a project is.

Definition is where ambiguity is removed. We set out the need, the location, the sponsor, the beneficiaries, the market case, and the outcomes a project intends to produce, so everyone who evaluates it is looking at the same thing.

01

Why definition is its own step

Ambiguity is the expensive part.

Feasibility, structuring, and financing all rest on a shared, specific understanding of the project. Without one, each of them tests a slightly different thing, and the effort goes into a moving target rather than into the project.

Definition is also where a project can be found not to hold together — and that is far better learned here than after feasibility or financing. A definition that does not cohere is returned for reshaping or set aside, at a point where little has been committed.

The definition

Six questions a defined project answers.

  • 01

    Need & purpose

The capacity gap it closes, and why now.

  • 02

    Place

    Where it will be built.

  • 03

    Sponsor

Who is accountable for carrying it.

  • 04

    Beneficiaries

The communities, industries, and users who gain.

  • 05

    Market case

    The demand logic behind it.

  • 06

    Outcomes

The measurable result it will be judged against.

Stage 2 of 5 · Structure

What must be true to leave Structure.

  1. Identify
  2. Structure
  3. Develop
  4. Prepare
  5. Deliver

We settle who owns the opportunity — its sponsor — and write down its definition: need, location, beneficiaries, market case, and intended outcomes, so that everyone who evaluates it is looking at the same project.

Gate 2 · owned & defined

A named sponsor, and the need, location, beneficiaries, market case, and outcomes written down rather than assumed.

No project moves to the next stage until this is true. The standard is the same for every sector and every sponsor.

Common questions

What a definition settles.

Origination secures an owner and a rough concept; definition removes the remaining ambiguity across six specific dimensions. One establishes that a project exists; the other establishes exactly what it is.

The sponsor is the party accountable for carrying the project; the beneficiaries are the communities, industries, and users who gain from it. A defined project names both, because they answer different questions.

Because the demand logic behind a project shapes everything that follows, including whether it can clear feasibility. Stating it in the definition means later analysis tests a clear claim rather than a vague hope.

The measurable economic and capacity outcomes the project is expected to produce — the standard by which success will later be judged. Setting them here is what makes honest measurement possible during delivery.

The sponsor and the parties closest to the need, with Applied America holding the result to an institutional standard of clarity. What emerges is a shared reference every later evaluator works from.
