A priority is a national or regional need worth strengthening; an initiative is that priority given scope, standards, and a pipeline of candidate projects; a project is a specific opportunity within the initiative that has acquired a sponsor, a site, and definition. Delivery is the point at which a project is built and the original priority advances.

A priority names what matters but not what will be built, where, by whom, or to what standard. Until those are settled it cannot be financed, permitted, or delivered — translating it into projects is the work this page describes.

Six things: a sponsor accountable for delivery, a specific site, a defined scope, a capital plan matched to its stage and risk, documented consent and approvals, and an outcome metric tied back to the priority. Sequence alone is not enough; a candidate becomes deliverable only when it carries all six.
