Capability 05

We find the partners a structured project still needs, and set the terms they join on.

Structuring names the roles a project cannot be delivered without: a public body, an operator, a financier, a technical institution, the region it lands in. We name the institution behind each role, test what it brings, and hold its commitment as a dated, measurable event. The sponsor stays the owner.

01

What convening means here

The roles come first. The institutions come second.

A coalition is not assembled by gathering interested parties. Structuring comes first and fixes what the project needs: what is in scope, who is accountable, which party carries which risk, which gates have to be cleared. That list, not a list of institutions someone would like in the room, is what has to be filled.

What makes the filling possible on the public side is a register the platform keeps because its own work needs it, and publishes anyway: for every jurisdiction that reported one, the inward-investment office and the contacts named inside it. Some offices also name their regional partner organizations. A mapped office is somewhere to begin, not a relationship that already exists.

What convening fills

Seats the structure has already named.

Structuring names the roles. Convening finds the institution behind each one.

From a named role to a held commitment.

Read the structure

The structure names the roles: scope, accountability, and which party carries which risk.

Name the institution

For each role the specific body — office and contact, regional partner, operator, capital provider. The register reaches the first two.

Test the capability

An organization registers what it brings; the capability is reviewed against the project’s needs and its public purpose.

Set the terms

One plan fixes the objective, scope and governance, risk allocation, and each role’s accountability.

Hold the commitments

Commitments written as dated, measurable events, reported on schedule — including the ones behind.

Common questions

A role nobody can carry is a question about the structure.

Filling the roles a project’s structure has already named, and settling the terms each institution participates on. Until scope, accountability and risk allocation have named what the project needs, there is nothing to convene around — the project sits a step earlier than it thinks.

None of the three. Applied America develops and holds projects, so it is not a consultant, a lobbyist or a broker. Three capabilities comparable firms offer are separately absent here — national-security review of foreign investment, representing a jurisdiction inside another country, and trade missions — because nothing the platform publishes would support them.

No. A state or municipal office stays the counterparty to the community, the employer and the state. Incentives, clawbacks, milestones and reporting are negotiated by that office and enforceable by it; the project is a regional win with its name on it.

The sponsor — the accountable owner established at origination. Convening does not change who owns the project: Applied America sets the framework the coalition works within, and ownership stays where origination put it.

No. The directory covers inward-investment offices and the regional bodies they name. For a private operator, a lender or a technical institution there is no published register, so naming one is case work rather than a lookup — and we say which it was.

It goes back to structuring. A structure can be refined as circumstances change, so a role nobody can carry is first a question about the structure. Filling the seat anyway would leave a risk with the party least able to manage it.

Before delivery begins: the shared objective, the scope and governance, the allocation of risk, and each role’s accountability, held in one structure so no partner answers to a different set of terms. For that project, not across the portfolio.

A dated, measurable commitment makes a slip visible on the reporting schedule, and where it must change it is renegotiated in the open instead of quietly dropped. Nothing in convening compels a partner to stay.

Yes. Register as a project or finance partner, or contribute expertise, and the capability is matched to a project that needs it — or held until one forms, instead of added to a general list.
