For sponsors, developers and companies
We carry the public side. You keep the project.
For U.S. industrial projects of $100 million and above: we work the state, utility and county relationships that set your schedule, and we carry the public-side work of getting your project built. It stays yours: we take no ownership in it and no compensation tied to its financing. We are a nonprofit division of the Center for Economics & Foreign Affairs, and on the initiatives we develop as our own, we bring the capital and hold them.
The market
Time to power a large load · months, by market
You are not choosing a state. You are buying a date.
The same 100 megawatts carries a different date in every market — and the date, not the tariff, is what moves your IRR.
- Northern Virginia (100 MW new service)≈84 mo
- Constrained PJM & ERCOT nodes60–72 mo
- U.S. median with upgrades≈60 mo
- Secondary markets with headroom18–30 mo
We take the public side of your project, and none of its ownership
Three things a sponsor should establish before letting anyone near a governor’s office on its behalf: what we carry, what stays yours, and how we are paid.
We are measured on one thing: whether the project reaches a date you can underwrite.
Site-selection firms optimize the search. We work the supply side — the state, the utility, the county — which is where your schedule is actually set.
Six deliverables, in the order that decides your project
A site without a power date is a liability, terms without consent are a headline, and capital arrives last — but only if the first five are answered.
- Power positionYou receive substation-level capacity and a date, taken up with the utility and the state energy office and recorded in writing rather than inferred from filings.Prevents discovering the upgrade cost in year two.
- Sites that survive diligenceYou receive control, title, geotechnical, wetlands and a costed utility path.Prevents buying schedule risk disguised as acreage.
- Terms that survive auditYou receive the verification mechanics and the net-benefit model an award has to carry to survive one — not a negotiated award, which we take no part in.Prevents a clawback or an audit finding after the ribbon.
- Speed through approvalsYou receive a consent map: every approval, its owner and its date.Prevents sequential approvals that could have run in parallel.
- ConsentYou receive a stakeholder assessment and a documented community position.Prevents a county vote that ends the project.
- Capital and structureYou receive sources and uses with the state and the infrastructure lines placed.Prevents a funding gap discovered at final investment decision.
How we engage
Send prerequisites
Megawatts, acreage, water, workforce, date — not a site list.
We come back with the states
Only the states that can defend your date.
We join the project team
We carry the public side and stay through the hearing, the vote and the ribbon.
We disclose before we introduce
Any interest we hold in a party is in writing before we introduce you to it.
Measured on delivery
Our standing rises and falls with the project after the ribbon — not with the mandate.
How we hold ourselves
Not a broker, dealer or placement agent
We do not place securities, and we are not registered as a broker, dealer, investment adviser or municipal advisor. We develop the project and commit capital alongside you; the transaction is yours to lead. Nothing here is an offer or a solicitation, and nothing here is investment advice.
The project stays yours
We take no ownership interest in your project and no control rights over it. No discussion, introduction or working relationship creates a partnership, joint venture or fiduciary duty unless we have signed one.
Disclosed in writing
Any interest we hold in a party you meet through us is in writing before you meet it, and we take no part in negotiating the terms it touches. Each party runs its own diligence and makes its own decision.
How we are paid
A development fee for the work we carry, set in your project’s documents and earned as each stage is delivered. None of it depends on the size or closing of any financing, and none of it buys an interest in your project.
