Deliver · Step 09

Planning the path from financing to a finished project.

A financed project can still stall in execution — in permitting, procurement, construction sequencing, or the handover to operations. Implementation planning prepares for those realities before they become delays.

01

What implementation planning covers

From approval to operation.

Approvals & permitting

Mapping the regulatory approvals a project needs and the sequence to secure them.

Regulatory

Procurement

Structuring how the project acquires the contractors, equipment, and services it requires.

Procurement

Construction

Sequencing the build so milestones, risk, and cash flow stay aligned.

Construction

Operations & governance

Preparing the handover to operations and the governance that sustains the asset.

The delay to beat

Why the execution path is planned early.

Lawrence Berkeley National Laboratory’s “Queued Up” (2026 edition) measures the generation and storage capacity waiting to connect to the U.S. grid at the end of 2025. That wait is the execution risk this planning exists to anticipate.

Stage 5 of 5 · Deliver

What must be true to leave Deliver.

  1. Identify
  2. Structure
  3. Develop
  4. Prepare
  5. Deliver

We carry each project through approvals, procurement, construction, and handover into operation, tracking milestones, partner commitments, and the economic outcomes it was created to produce — and report them against the priority that started it.

Gate 5 · built & measured

Milestones and commitments tracked through approvals, and outcomes reported against the originating priority.

No project is reported as delivered until this is true. The standard is the same for every sector and every sponsor.

Common questions

Delay is usually foreseeable.

Applied America. It prepares the implementation plan, coordinates the contractors, operators, and agencies who carry it out, and stays with the project through permitting, construction, and ramp into operation.

Because the most common causes of delay — permitting, procurement, and the handover to operations — are foreseeable. Planning for them early is what keeps delivery on schedule.

Because a project that is built but not set up to be run well has not really been delivered. Operations and long-term governance are designed alongside the build, not improvised at the end of it.

Structuring set the milestones and risk allocation; implementation planning sequences the real execution against them — permitting, procurement, construction, and handover. One drew the architecture, the other prepares to build through it.
