Site-selection services it offers
As part of JobsOhio’s free services for companies within our targeted industry sectors, the team routinely performs in depth statewide site and building searches. JobsOhio can leverage an extensive network of utility providers, brokers, permitting agencies, and economic development professionals, all while maintaining confidentiality for your organization. Our SiteOhio program goes beyond the common certified sites process, putting properties within industrial zoning through a more stringent and comprehensive review and analysis than any other state site certification process in the U.S. Available sites are construction ready on day one. Site authentication guarantees that all utilities are on the property and have adequate capacity, that due diligence studies have been completed, and that all state and federal entities have provided concurrence with the studies. SiteOhio site authentication also ensures the site is free of incompatible uses, with no limitations or insurance liability based on surrounding properties. Many of the sites have highway access and rail access on site. The JobsOhio Revitalization Program offers loans and grants to bridge the financial gap between the appealing cost of brownfield sites and the cost of site redevelopment. This program mitigates financial risk and accelerates projects, returning land and buildings to productive use more efficiently.

Tax Credit
Job Creation Tax Credit (JCTC): The Job Creation Tax Credit is a refundable and performance-based tax credit calculated as a percent of created payroll and applied toward the company's commercial activity tax liability.
Tax Exemption
Data Center Tax Abatement provides a sales-tax exemption rate and term that allow for partial or full sales tax exemption on the purchase of eligible data center equipment. Projects must meet minimum investment and payroll thresholds to be eligible. Final approval of the tax exemption is contingent upon the approval of the Ohio Tax Credit Authority.
Other
Ohio Enterprise Bond Fund: Offers revenue bond financing through an S&P-rated fund, whereby proceeds from the sale of bonds are loaned to companies for fixed-rate, long-term capital asset financing. Rates are market-driven and fixed prior to funding. Loan terms range from seven to 10 years for equipment and 15 to 20 years for real estate. Up to $10 million in financing is available through the program. Talent Acquisition Services (TAS): The JobsOhio Talent Acquisition program helps identify a company’s talent challenges and builds sustainable talent recruitment strategies that support every stage of the candidate journey.
Shovel-ready sites
The Leesburg Industrial Park is 75+ acres of flat land. As a SiteOhio Authenticated Site, it has undergone rigorous evaluation and has been deemed ready for development. All utilities are present with industrial excess capacity. This site has all due diligence studies complete with clear findings: Phase 1 ESA, endangered species analysis, archaeological study, wetlands delineation, and geotechnical study. The Leesburg Industrial Park has proximity to Cincinnati, Dayton, and Columbus, Ohio, and has access to a large labor force. It is located in an Enterprise Zone. Highland County is in the process of constructing a Workforce Development Center where industries and individuals can receive training and support. The expected opening of this valuable center is the 2nd quarter of 2022.
Site detailsOwned by the Crawford County Development Board, this 44+ acre site is competitively priced at $15,000 per acre. In addition to being certified by SiteOhio as shovel-ready for new development, 22 acres of this site is also certified by Austin Consulting for Food and Beverage manufacturing. The property is located within Bucyrus City limits, is visible from, and less than a one-mile drive from US Highway 30. "The site's ample utilities and excess water and sewer capacities-- 2.3 MGD and 1.4 MGD respectively-- make it especially prime for new development, and particularly in the food and beverage sector," said Gary Frankhouse, Executive and Economic Development Director for the Crawford County Partnership. "In addition, our business climate and logistics are a true asset-- this site is within an 8-hour drive of 65% of US businesses."
Site detailsThis industrial park in Northeast Ohio is construction-ready with all utilities to the park boundaries (water, sewer, electric, natural gas, and fiber) including a robust natural gas service with transmission-level service. The site is rail-served with a spur on-site and highlighted by an existing community-owned mature industrial park with industrial and distribution companies. It is situated approximately 2 hours from Cleveland, Columbus, and Pittsburgh and conveniently located less than 1 mile from Interstate 77, and State Route 36. Within a 45-mile radius there are 870,000 people and a labor force of over 420,000. All site due diligence studies are complete. Contact Owner for any Environmental & Geo-technical Reports, as well as covenants and restrictions. The land has zoning in process for implementation. Special covenants are in place to assure Industrial use. State and local incentives may be available. Electric Rates must be obtained from American Electric Power. Site owners have close alliance with all utility providers, JobsOhio, Team NEO, and local Economic Development Organizations. Adjacent properties in the park include the Newcomerstown Ohio Transloading Facility, featuring three 10-million-pound silos, two rail spurs, and 60+ rail cars in addition to a 525sf office and 8160sf of storage.

With more than 55 national headquarters serving more than 180 countries, over 40 years of innovation in the U.S., and over 80 years globally, Festo has continuously elevated the state of manufacturing with innovations and optimized motion control solutions that deliver higher performing, more profitable automated manufacturing and processing equipment. Festo Didactic is their world-leading equipment and solution provider for technical education. Global operations include a state-of-the-art Regional Service Center and Festo Didactic Learning Center in Mason, Ohio. Festo first announced its move to Mason in 2013 with a $50 million, 150,000 square-foot facility that opened in 2015. Festo’s leadership team credits the strong foundation established with city, regional, and state officials as the impetus to locate and expand here. The regional ecosystem also provides an abundance of opportunities in terms of talent, connectivity, and innovation in Industry 4.0/Industrial Internet of Things (IIoT). After experiencing continued success in Mason, Ohio, Festo saw an opportunity to bring their engineering, manufacturing, and logistics operations under the same roof as their core automation business. Festo also decided to find a new home for the Festo Didactic headquarters, making the decision to bring the East Coast-based operation to Ohio. Festo made the decision to expand their existing facility. Citing proximity to customers, proximity to world-class freight operations, and the support from the multitude of government and community representatives like JobsOhio that helped in their selection process, Festo found the best place to grow was in Mason with a $90 million investment towards its future. JobsOhio and its regional partner REDI Cincinnati, and the City of Mason collaborated to create an attractive incentive package for Festo to expand their facilities in Mason. Festo also found their partnership with JobsOhio to be advantageous for talent services as well. Festo Didactic’s Director of Operations, Sean O’Grady, explains, “In addition to the hundreds of local residents who have joined our team in Mason, our success is also driven by the broad and deep support that we continue to enjoy from representatives of government and community organizations across the state, such as JobsOhio.” Festo Didactic found that Ohio was the perfect place to develop their Mechatronics Apprenticeship Program (MAP2). Based on the European model of training and upskilling workers, the MAP2 program aims to address the workforce skills gap in advanced manufacturing. JobsOhio jumped in to support Festo Didactic’s vision by connecting them to several stakeholders. O’Grady explains that “at the end of the day, it came down to a single question to the selection committee from the owners of the company: ‘Which of the potential locations is going to be the best place for our employees and their families to live?’ We know we’ve found it in Ohio.”
