Delaware hosts a searchable properties database on the Delaware Prosperity Partnership website, Zoom Prospector, for all prospects to utilize. Delaware can share project requirements with their real estate network to assist in identifying potential properties and can connect companies with local real estate professionals and brokers who can assist with identifying off-market sites and with contact negotiations and terms.
Incentive programmes
Grant
Strategic Fund Grant: These grants support two types of investment/growth: (1) job creation and (2) capital investment. The State’s Division of Small Business administers and manages the program, while their organization helps secure initial offers and guides companies through the application/approval process. The Division uses an economic impact model to determine grant eligibility and offer amounts take into account number of jobs created, expected salaries, and incremental capital investment. The grants often recognize growth over a period of up to three years. To be eligible for the grant, companies must complete the application and be able to provide three years of tax returns and audited financial statements (balance sheets, P&L statements, projections).
Tax Credit
New Business Facility Tax Credits: An application must be completed and filed with the Division of Revenue prior to claiming any corporate income tax credits or reductions in license taxes pursuant to Chapter 20, Title 30, of the Delaware Code. This Credit encourages startup and investment into new business facilities. Eligible businesses must create 5 new jobs and provide a capital investment of $200,000 ($40,000 per employee). The minimum credit is $500 per employee hired and $500 per every $100,000 in capital investment. Research and Development Tax Credits: The Delaware Division of Revenue must first approve any taxpayer electing to qualify for the Delaware Research & Development Tax Credits. This Credit promotes new research and development by lowering payments on taxable expenses. Two methods are available to determine the credit, which may be claimed against the Corporate and Personal Income Taxes. The credit is 10% of the excess of the total Delaware Qualified Research and Development Expenses for the taxable year over the taxpayer’s Delaware Base Amount, or 50% of Delaware’s apportioned share of the taxpayer’s federal research & development tax credit calculated using The alternative incremental credit method under IRS code.

The Early-Stage Venture Capital (VC) Program – The primary objective of the Delaware Early-Stage VC Program is to build resident VC capacity in the state and expand access to equity capital for firms owned by socially and economically disadvantaged individuals. The Division of Small Business will partner with venture capital funds to make equity investments in Delaware-based high-impact startups up to $5 Million using SSBCI funds.
Shovel-ready sites
Chestnut Run Innovation and Science Park (CRISP): Delaware’s hub for life science, research & development, and pharmaceutical manufacturing companies. Ideally situated in northern Delaware along the I-95 corridor, the 164-acre CRISP campus contains 800,000 square feet of space ideal for R&D, biopharma, advanced manufacturing, and applied sciences.

Delaware Coastal Business Park: Adjacent to Delaware Coastal Airport, this county owned business park is expanding to add 21 acres for commercial and industrial use. Sussex County is building out roadways, utilities, and other features to ensure lots are shovel ready.

DTP@STAR
The Delaware Technology Park (DTP) is a recognized leading East Coast non-profit research park, providing development-stage life science, information technology, advanced materials, and renewable energy companies with access to the resources and connections needed to drive and accelerate their economic success. DTP@STAR offers flexible, state-of-the art incubation space and access to the resources development-stage companies need to drive and accelerate their economic success. The facility opened in 2016 and is located in Newark, Delaware on University of Delaware’s expansive 272-acre STAR Campus.

The DPP team’s services include working with prospects to review potential sites, cost-of-living details and funding opportunities, including available tax credits and incentives. The DPP team is often the first point of contact for site selection consultants, commercial real estate professionals and executives: Their no-charge services include: 1. Supporting clients in identifying and reviewing potential sites 2. Conducting familiarization tours to acquaint clients with the area 3. Reviewing cost-of-living for the communities being considered 4. Arranging meetings with key elected officials and regulatory agency representatives when appropriate 5. Exploring funding opportunities, including available tax credits and incentives.
