Which US jurisdictions authorise the most new housing units per 1,000 workers?

What this ranking does not measure

This counts permission granted, not buildings finished. A permit is an authorisation in the Census Bureau's residential building-permits series; some authorised units are never started and none of them are followed to completion here, so a high rank means paperwork cleared, not that anything stands. It is residential only - no factories, data centres, warehouses, transmission lines, roads, bridges or any other non-residential or infrastructure construction is anywhere in this number. The denominator is workers, not residents, households, or any measure of housing shortfall, so a jurisdiction can rank high while building far less than its population needs, and low while building adequately for it. It says nothing about affordability, unit size, price, or quality; the building pillar's other indicator, the FHFA house price index, is deliberately not in this ranking. It also does not measure how hard permitting is: a high rate can reflect demand, developable land, geography or price growth rather than a faster or friendlier approval process, and this file contains no approval-time, denial-rate or process data with which to test that. On precision: the file publishes only the rate rounded to one decimal and no underlying permit counts, so a real gap of 0.05 and a real gap of 0.44 both appear as "0.5 vs 0.5" or "1.5 vs 1.0"; the within-tie order below comes from the file's percentile field, not from anything visible in the displayed values. No reference year is given for this indicator anywhere in the file, so this is an undated snapshot. Washington, D.C. is a single dense city ranked against 50 states, which is not a like-for-like comparison. Finally, n=51 and nothing here establishes cause: these figures show where authorisations are concentrated, not why, and they support no policy conclusion.

All fifty-one jurisdictions carry this measure; none was excluded.

How it was computed

For each of the 51 jurisdictions in states.json, read states.<code>.pillars.building.indicators.permits. Confirm missing===false and display!==null (true for all 51 - nothing excluded). Parse the display string to a float (e.g. "2.0" -> 2.0); the field's own label is "Housing units authorised per 1,000 workers", source "U.S. Census Bureau". Sort descending by that parsed value. Because display is rounded to one decimal, 46 of the 51 jurisdictions share a value with at least one other, so ties are broken by the same record's published percentile field, descending. That percentile is a clean rank across the 51 (the sorted set is exactly 0,2,4,...,100 - 51 unique values, verified in session) and it never contradicts the displayed ordering (zero inversions, verified in session). Rank 1 = highest rate. No weighting, no rescaling, no imputation.
